I live in a deed-restricted town home community and have a neighbor who thinks the county's right of way is her personal property. She will not allow me to put out my trash bags for pickup and throws my garbage and yard waste onto my driveway when I do. The association, various police officers, and waste removal service representatives have all spoken to her about this, and yet she refuses to allow me to utilize this service area.
